Use Wulfrick, and Throgg to sack the hell outta the Empire, and Bretonnia, as they're just moneybags waiting to be taken.
This has been my strategy, and it's worked so far.
I generally don't actively work towards uniting all of Norsca. I keep to myself, and let the Norscans declare war on me one at a time, krump their faction lead when they roll around, and then confed them. Usually by then, my economy is stable enough to refit the various settlements I get.
As for dealing with the wars... Encountering Be'lakor early gives you the chance to enter a NAP with him, and attacking the Empire and Bretonnia will let that NAP turn into a Defensive, or Military Alliance. Small gifts also help with this.
Wood Elves are just gonna declare war on you. That's just a fact of reality for Norsca players. If you can, you should aim to raze them down when you're punching the Empire for money.
You... you really REALLY don't....
It's just one example but I've had similar experiences when playing as Wulfrik. I really want to like him, but chasing enemy armies around my homeland is very tedious.
