Report a translation problem
I've upgraded to an RTX 4080 and ended up with 48 FPS on the campaign map.
I've upgraded to a Ryzen 7 5800X3D (plus my RTX 4080) and that made the difference! The campaign benchmark now runs with 95 FPS on ultra settings.
Extra tipp: When buying the Ryzen 7 5800X3D, buy a decent cooler! This thing is really producing a lot of heat! I'm having a Dark Rock Pro 4 which does the trick, while it's smaller brother Dark Rock 4 couldn't deal with this much heat, wherefore the CPU throttled.
Some people are happy with medium and boast high FPS compared to someone who needs high/ultra.
If any use. (Ultra for comparison but I play a mixed bag of high/ultra and cap at 60 to keep temps down a bit)

For what it’s worth, this game barely utilizes the proc but is certainly bottlenecked by my gpu(as far as going beyond 1080p is concerned), ie ya what thinking of bit lower spec proc but better card in general than 3060, bet get some great performance maybe even at 2k with some lowered effects etc
don't let people spend your money for nothing WH3 ain't a shooter 40 FPS is more then enough to enjoy the game

Tweaking is a thing, not much gains 20 fps easily for little lost. Likewise capping, mitigates range and frequency of under load fps drops, again with little loss... this kind of game/genre is fine down to 30-45 fps as long as it's stable.
Getting about the perfomance I except in 1080p, hovering around 50-60 fps depending on whats happening. No AA & shadows down to perfomance along with stuff like ssao & vignette off but the rest on max and ofc ultra unit scale.
Settings are set automatically to ultra and I've only adjusted minor things like no unit fading(for screenshots). Runs at 60FPS in battles. Only issue is the IE campaign map performance. But given the size of it, I can forgive it.
at least it's better then WH2 that really kick in the nuts.
