for empire you need either warhammer 1 base game, The Grim and the Grave or The Hunter and the Beast
it depends who you want to play as
also warhammer 1 is super cheap right now.
so everything just works as DLCs for WH3 now.
Grim & the Grave would give access to Volkmar's faction and the associated DLC units + all the basic units.
Hunter & the Beast would give access to Markus faction and the associated DLC units + all basic units.
Neither I think are necessary as the Empire.. I mean, sure the Arch Lectors and the Warrior Priests are nice from Grim & the Grave, but you don't per say need them. I would probably stay clear of Hunter & the Beast.. Absolute trash units the Empire got in that DLC.. Utterly useless. Looks nice, useless units.
Unlike say.. Skaven that is absolutely reliant on having at least Ikit or Snickers (whatever that Sneaky one is called) if you want to have.. armies that don't get rofl stomped or has to rely on superior numbers.
