I know why Orc and Goblin "Slaves" are called labourers.
When being used as military units they have a gold upkeep.
Evidently Chaos Dwarfs are just looking to provide jobs for their local communities, how kind!

Because they are slave levies, not actual warriors, and not equipped for actual combat, just cannon fodder for screening.
