But anyway, if a settlement had for example usually 8 slots for greenskins, get captured by ogres and only has 4, then get captured by greenskins again; those greenskins will have access to tge 8 slots (provided they bring the settlement back to T5 obviously) regardless of it having belonged to ogres for a while.
Just like when Wood Elves take a minor settlement and it becomes a non-upgradable settlement with one slot. As soon as another faction captures it, it reverts to whatever it normally is.
But yeah...ogres turn all settlements into 4 slot...until you root them out.
