Report a translation problem
It seems that you indeed need the DLC to be able to access the full roster. But even without it I think you should have more units available for recruitment, if you look in that thread at the first screenshot.
Ok, thanks Beje. My situation right now is my ally Draz lost his outpost city so I can't even report anything.
This stuff has been so confusing especially with unit cap factions. They fixed Tomb Kings alliance situation, but MAN if you don't get on top of this stuff, it's a mess.

I just don't understand their mechanics and restrictions I suppose since I can't play their campaign. Or it could be another broke Tomb King alliance broken thing.
You know at least they let us recruit some units. I remember back in Europa Universalis 3, you couldn't even see the dlc flags if your human opponents had them and you didn't.
