Report a translation problem
You created a thread about spells and not being able to control their angles and now this.
Try reverting your options back to default and make sure your mouse isn't defect.
It happens in sieges. Most likely because you are not supposed to be able to summon units behind enemy walls.
Once the walls are broken you SHOULD be able to summon anywhere but the bug prevents it everywhere.
One workaround is you should be able to cast the summon spell by casting it on one of your unit cards. On the unit card itself on the bottom of the screen! Weird but hey... Why fix Bugs.
If the map has separated deployment zones, did you move your units out of their original zone?
Because:
It's using your original deployment zone as the "source" (instead of the unit doing the summoning) to see if you've opened the wall/gate. Keep an eye on the position of your faction shield on the battle loading screen to see which segments you have to open to get non-global summons.
Commenting because I found this thread from a google search trying to understand why I couldn't cast animate dead in a siege map even after taking the walls. This is what solved it for me. It was on a Bretonnian siege map (Couronne) with distinct deployment zones and I broke through in an alternate zone. I replayed the battle and was able to cast raise dead once taking the main gate in the original deployment zone.
