Can Skarbrand confederate angry lady?
Or only vassalize? Or nothing?

I think only Warrior of Chaos can confederate other Warriors of Chaos.

yeah, they are separate races mechanically
and im not sure if even WoCs can confederate eachother

Belakor and Archaon can confederate everyone ese cannot unless they changed it

No they are different races. It'd be like trying to to confederate Thorgim as Karl Franz, at least in game terms anyway.

You can vassalize anyone you want as Skarbrand, but only confed other chaos demon Khorne factions, which there aren't many to begin with and they all dislike you.
