Cathay Confederation Changes in 3.0

It feels easier to confederate the two major Cathay factions after patch 3.0

Previously, it seemed close to impossible to confederate the Western and Northern Empires.

However, in my latest game, playing as Miao Ying, I was able to confederate her brother and his Western Empire. First time in maybe 10 Cathay playthroughs I've been able to confederate the two sibling legendary lords.

i faintly recall something in the patch notes about factions being less stubborn about confederating. Maybe that's why?
