Can't confederate other Bretonnian lords as Repanse in my coop campaign

So I 100% have the Bretonnian FLC verified as I can play as all of the Lords in Bretonnia, but when I've reached them as Repanse I haven't even been given an option to try and confederate. Is this because my friend may or may not have the FLC? And if not has anyone experienced this and been able to fix it?

Repanse cannot confed other Bretoniann factions via her tech tree and event popups. You actually have to do it the usual way through the diplomacy screen.

Yeah I know that, but even in my diplomacy screen I cannot see the option for any of the other lords
