Can the AI Chaos Dwarves confederate ME?
I am leaving the last seat for confederation on the Tower, because I want the other AI Chaos Dwarves alive to take Grimgor's relentless pressure off of me. I am assuming the AI won't claim the seat and confederate me if I do so. Am I correct?

Correct, they cant. Also wont confed each other from what I've noticed but could be wrong.
