How exactly do the exclamation points above units' heads work?
I've always thought it meant green = good target to attack (strong vs.) yellow means even, red means dangerous (such as sending an armored unit against an armor piercing unit)

But I notice that sometimes if you have two equal enemy units (like halberdiers) and they are the SAME EXACT UNIT (down to the same exact stats) one will be green respective to my unit and one will be red.

HERE IS A SCREENSHOT EXPLAINING WHAT I MEAN

My spearmen (shield) shows me that the leading halberdier is red, but the one behind it is green!

It is a threat indicator yes, it's supposed to tell you how your unit would fare against the opponent's.

I'm not sure why there is such a difference between the two here. Maybe the closer one is braced (charge reflection, plus doesn't the Empire have a tech giving Halberds defense vs All?) and the other is moving?

I think it's more like this:

Green = Safe
Yellow = Threat
Red = Major Threat

It is likely letting you know that one group of troops has bonuses that are skewing the fight in their favor. Like more exp or lord/hero traits buffing them. Or even a banner. These are all things that might easily be missed on a casual glance of the unit during a pitched battle, so the game giving you a small heads up of "these guys are more dangerous than your guys" seems about right.

Haven't tested it myself tho. Just my best guess.
