Why would the devs have to make those limits, if you can do it yourself? Do you have shizophrenia or something? Why should the devs have anything to do with you exploting a mechanic in a single player game? Stop doing it and all is fine.
I know, the loud beggar minority pulls every possible crap out of the rear end to complain at this point, but after reading this thread, i seriously wonder whether you lost your brain somewhere or were you born without one.
But i heard there are mods for it - and then it´s probably all fine.
Taking time to review your limited response I came to find out that you are simply a Troll and I have no doubt that you play like one as well. Points for your limited response:
1) AI does not play be the rules or limite its self
2) Other players like yourself I am sure have no problem head to head using the Beastmen with Torax and 19 Gorebulls.
3) This game was built on a game and with some accuracy however, there are limits to hero fielding in the game (not the computer game).
You should stop trolling people with limited knowledge.

Some of the other changes people had issues with coming into new Total War was the requirement of needing generals to lead troops on the field. People didn't like having to get a general just to move a few troops from point A to point B.
It wouldn't be bad IMO if they allowed you to do weird stuff. Like maybe give armies a pool of points.
Legendary Lords you can only have one of period. The rest of the lots need to be filled with either units or agents.
Regular lords you can have one of or two of but if you go with two regular lords you cannot have agents embedded.
And if you have a regular lord or a legendary lord you can have up to 3 agents embedded.
Something like that?
1) The ai does play by the rules. It's own set rules. Just like a enemy player, it does not care what you dislike or find a cheesy strategy.
2) I do infact at time like to field a all hero army yes. They can be hilarious.
3) Said game also a limit to how much you could bring into a army with points. Want to bring a stardragon? To bad, only a handfull of points left to deck the rest of your army.
Imagine that same rule in singleplayer. Where each army is hardcapped by a certain gold/point amount.
Look, if you don't like seeing so much heroes, find a mod that changes it. Let others have their fun.
Agree I was just saying maybe a cap limit for heros in armies you said 3 I was thinking 5 but 3 is good also. I know the table top is based on points for battle. I would just say a unit cap for heros even if it was 10 which is insane also would be better than what it is now. As for those squeakers that hate this maybe they could make a way to set the limit in campaign. So those that want to build impossible doomstacks with heros can still do so and those that want it more limited can choose at the start. If I could set my games to a limit it would be 5 max for each army.
My point made you like doing it great but is should be a really easy lift to make a setting that will limit number of heros in each army (not faction each army). A slider that allows you to set limits from 1-19 that way people could configure as they would like to play or set limits for those that want to play the impossible to kill beastman stack in multiplayer.
I've seen empire armies with 9+ heroes and most of them being warriorpriests, or what they are called and it's extremely boring fighting those armies, since they aren't a threat at all and just takes a unnecessary lot of time to grind them down, especially if you have nothing that can fight single entity units efficently.
