Please note that he only starts in Lustria for the Immortal Empires campaign (and even then its one of the few dual starts in the game where he also has his home city). Not in the Realms of Chaos campaign.
As for the reasons:
- Main logical reason is faction diversity, having different factions face different enemies.
- Lore reason is "he is trying to highjack the lizardmen's geomantic web to empower the Wu Xing Compass".
& they are shifting factions left and right rather than making the map bigger or open mountain provinces.
Still though most people play immortal empires and this gives him too much power and is unbalanced.
they are running out of space so they are just placing people in wild and not acurate locations ... but i guess they can do what ever after shi**ing on the community hahaha
IE is the main campaign. Almost no one plays RoC nor should, it's not the best campaign so far imo.
So he's trying to steal one of the most annoying parts of the lizardmen? Please, take it from us, lol!
I'd argue that the "Champions of Chaos", "Forge of the Chaos Dwarfs" and "Shadows of Change" Legendary Lords are just as good (if not better) in the Realms of Chaos campaign.
Do note that they have their own campaigns and do not have to deal with the returning rifts, going to the chaos realms and all that other stuff that made the Realms of Chaos campaign so tedious (at least after the first one or two campaigns) for the original LL's.
Do I need to dig up my list the last time someone made this comment and question?

RoC map, like the Vortex map before it, is the main campaign.
Your personal dislike of the RoC campaign does not magically make it not the main campaign upon which game 3 is build.
This is starting to change, the three SoC lords are the first, I think, to get all the cinematics, missions and mechanics in the IE campaign that they do in the RoC one.
As for starting positions, if all the lords were put in their lore-accurate places, people would complain they all start near each other and there's no variety in terms of their campaign experience. This way, at least, different lords of the same faction offer a different one.
For real tho, this game is already toeing the line of acceptable size by taking up over 100 Gb disk space. Their decision to save some memory space is going to have more impact on the overall playerbase than increasing the price of an optional dlc.
