Changeling scheme bug?

Not sure if they are removed via time or if there is a bug but I'm about 20 turns in and one of my schemes just got canceled. I realize that getting them canceled is possible, e.g. if a faction you need to fight or ally with gets wiped out first, as had the ancestral throng in one of my playthroughs.

However, in this case the scheme that got canceled was the one to sack 7 of the 12 port cities in Cathay. I'm still early enough that I haven't even left the empire yet but this getting canceled makes no sense as unless enough of those are destroyed (or possible taken over by skaven as they "show" destroyed) this shouldn't cancel either way as it's a possibility no matter since another faction can just occupy them and allow me to sack them again.

Yes. It will get cancelled if anyone other than the factions which own them at the start razes or occupies them.
