Army-based ying-yang values still exist too, mind you. Units will get bonuses if they are close to units with opposite value.
It actually makes more sense but it's not explained in much depth in the game. You will actually want to use the effects of a yin or yang imbalance in certain provinces as one helps massively boost growth and the other is better for recruitment, but then being in balance is better for the fully developed provinces. You'll see the yin-yang symbol next to your settlements for it's effects.
Now you're freer to choose your techs & legendary lords as they no longer have a bonus to yin or yang.
For my Yuan Bo campaign chaos above the bastion seemed more active then I remember. The Chaos Dwarfs and Villitch actually didn't fight for once and broke through all the gates until I could get an army up there to help.
