Blue Scribes as WoC - bug or as designed?
I started a Sigvald Campaign, to look at Aekold, and figured out I had a quest to unlock Blue Scribes, too. My understanding was that Scribes are available only for Tzeentch facions. Is it "as designed" that an undivided WoC leader can recruit Blue Scribes to his side?

yes. have fun. of course if you have bought the DLC you must have access to the blue scribes. If not, that would make it a bug.

It's intentional. Undivided and Tzeentch WoC factions have access to him.

Could be. Champions of Chaos really blurred the lines between WoC and the monogod factions by giving them mechanics to unlock their units, as you're probably already familiar with. It wouldn't surprise if through the same mechanics WoC can gain access to monogod LHs as well.

Yeah, Blue Scribes is fun, I admit it :)
On the other hand, As Sigvald I already have 3 LHs to unlock, all of them are cool. If other monogod factions provide 1-2 LHs each, and all of them are available for Archaon&K, then screw ordinary heroes? With a pack of LHs for each first 2-3 armies, it will be over the brim.
