Yuan Bo/Stone & Steel
Hey everybody. Playing some Yuan Bo and I can't for the life of me figure out how to get more stone and steel. It's 20 turns in and I still have the amount I started with.

Anybody know how to get more?

You get a max of 8, but start with a total of 4 (two of each jade and steel). You get more total by declaring military or commercial districts. You spend one to get the other, which slowly trickles in over time. You can speed up the rate they trickle in at by winning battles.

How do I do this? I can't find a way to declare them.

About half-way down the Stone/Steel path -> Declare Military District/Declare Commercial District. Costs about 3-4 stone or steel.

Huge help. This is not clear at all and I got to turn 80 without using like any of the Matters of State.
