Since I can develop the capitols of my vassal i dont see what is the difference and im unclear what to do
But I cant take a dark fortress. Literally the first town i took was a dark fortress and I only had the option to vassalize it.
Yes. You can even sell the towns to them.
You vassal the tribe within the zone of the fortress. There should be a little picture next to the settlement name to show the tribes, take every fortress you can get for yourself and give the rest to your vassal. If the tribe has been wiped out you can bring them back by gifting the settlement to them after a fight.
I conqured a Dark Fortress and the game simply did not give me the option to capture for myself.
Its straight up Vassalize.
i razed it to see if I will have the option next turn and it still only had Occupy and Vassalize.
Now some guys "TONG"owns it.

This sounds so counter intuitive to me.
It's because other factions can develop those minor settlements, (and major non dark fortress settlements.) Whereas WoC can basically only make one tier 1 building in anything that's not a DF.
