My RX7900XTX is max 65C, but the cooler is just ginormous ^^
If you're really bothered limit the fps, you don't need 120 or reduce the GPUs power
With that said, without your full specs and ambient temp it is impossible to tell you if you are in good shape or not. Ditto for fan speeds under load. Chassis size, cooling potential and ambient temp all matter. This game isn't the most demanding but it's up there. 83 might be a bit high for a 3070 but could be perfectly normal with your chassis and ambient temp.
Limiting the FPS to 60 helped a >BIG< deal.
Been playing for a about 45 minutes and was always between 60-65c°

Well its not an issue with any other game and owners of this card come here regularly to complain about the heat issue.
3070Ti FE have notoriously high thermals when on high load

Then not all games push the GPU at full, but TWW does
The main thing people people don't understand.
It's not an issue with any other game because the other games you're playing aren't pushing your GPU to the same extent that this one does. And before you mention that you play games that look miles ahead of this one, power draw is only tangentially related to a game's visuals.
