I'm playing as him and even a crossbow unit or two absolutely demolishes him if i'm not careful. Same issues as players not targeting regen options for vampire counts who think facing them is insanely hard ( it usually isn't)
He's semi crippled by the lack of dark fortresses in the area but it's a slight handicap really. Definitely crippled in ai's hands who can't make proper armies (I just faced karl franz and like 19 archers at turn like 50+ yesterday)

The settlement recruitment is to blame, it can either be all or nothing at this stage, dwarfs spam miners, dark elves spam dread spears when they have nothing left to recruitment from,, the barracks units for all factions need to be merged into the settlements with some nuance, chaff should be banished from the lvl1 settlements and go into like infrastructure buildings, like skaven slaves recruit-able from rubbish pit etc...

Just bring 6 units of crossbowmen and pincushion him if you want to fight him in battle. Otherwise, if he's really too hard for you, just auto-resolve him like you would any other lord that is 'OP' in battle.
