Might be, but do note that you can get DLC units without the DLC, you just can't recruit them.
If you confederated another High Elf that has some of the DLC units in its army then you can get restricted units that way (You can only confederate legendary lords you have the DLC for, but every high elf can build most DLC units, the few exceptions being legendary lord unique).
nagaroth was one of my very games in IE and more globaly in the realm of Total war warhammer, belive me when i say that i remember well alomost everything in this campaign, and i am sure being able take these units even if "quickly" they get replaced as their upkeep was bug and didn't get into accunt the -50% upkeep from alith anar ^^
i do simply belive that ca fixed the both on the same time, the upkeep for units and the fact that the units need an additionnal dlc to actually work ( maybe even the upkeep issue was due to that )
