Their base buildings have relatively low numbers because with a combo of resources, landmarks, and the big city markets, it is not terribly hard to seriously boost those numbers.

It's all about getting the major cities and getting all the little buffs to trade and income.
My last Katarin campaign on VH after 3.0 I had 3 full stacks keeping the peace around Kislev around turn 50.
East/North is ♥♥♥♥♥♥ for economy
I don't understand why people are struggling with Kislev. They must be playing Kislev badly (i.e. THEY'RE NOT BUILDING ARMIES OF LIGHT WAR SLEDS).

This peace at turn 3 (recruit 2 units after capturing quest city) is also good idea, because you lose devotion while fighting Kislev faction and they can buy you some time shielding from Valkia.

Took out Azhag first and then sold the province back to the dwarves, because they was on the verge of declaring war with me. Took out two Cathay caravans, which tied me over. Right up till -
Hell Pit demanded 2000 gold and Drycha, or they would declare war. So we went to war, a few turns latter Drycha was begging for peace. She didn't get it. I now own her woods.
Then the vampires wanted some gold, again the answer was no, and we went to war. I pushed them back to a single dwarven hold they have surrounded by Belthazar. I should of trespassed and took him out because he has now come back. I was hoping the AI Belthazar would finish him or the dwarves.
Azaeal is now at war with me after destroying the other Kislev factions. Economy is better than it was in the last few attempts even with Kislev city. I own Templehof, and Drakenwald with the gold mine. Starting to upgrade my troops in my two armies and think about a third to hold down my southern flank and finish off the vampires once and for all.
Managing to hold my northern flank and build up the provinces so I can push forward towards Enringrad and Praag.
I was having difficulty with Kislev because I am used to Cathay, and having a lot of gold coming in by turn 10. Also when someone mentioned "Markets" I went back and took a look at them, I had overlooked them for Churches and Growth. As it turns out I don't need Devotion anymore because Konstalian is dead.
