Even if you made no army, you'd eventually have a settlement attacked.
I was about the say, the most pacifist run we could do would probably be playing as beastmen and then doing the hidden encampment stance in an isolated forest in a mountain range somewhere. Basically just lay down in a cave and mash end turn for a hour.
OP can also watch those time lapse videos for total war warhammer 3 and play as a member of one of the factions which ends up conquering most of the world (the high elf donut or Cathay). I could totally see Alarielle just chilling for the whole game while using influence to befriend the donut or whoever else is winning.
I don't think that would get an ultimate victory though. I'm pretty certain AI allies don't count towards raze/capture counts.
