Warriors of chaos use a recruitment pool, said recruitment pool province wide (so if you position yourself where 3 provinces meet you have access to 3 pools within a turn). Unit buildings you build tend to increase the % of a unit being refreshed (a new one is added to the pool) and adds to the cap of the pool (so you can have more of them saved up).
What units can spawn in a pool naturally (without buildings) depends on corruption.
Other then that they are also meant to upgrade basic units into more advanced units over time with the warband mechanic.
