Only issue with that plan would be there likely is some campaign objectives tied to the lustria area, though you could just put them off till you've stabalised fully in lustria
He is the golden boy of the kids even if he is jade colored and seems the most trusted of both mom and dad
Weill the start in immortal empires makes sense also considering what he is looking for and the type stuff the old one flunkies protect tor hang around. plus lets face the dragons likely want to put the boot the followers of the old one, given it was there world long before the old ones came. so the dragons of Cathay purging lizards makes sense.
I believe there is a bit lore after Yin Yin (Sea Dragons) failure to invade the southlands and apparently not knowing lustria even existed. Forces split, one went east and ended up in lustria and the other went west and got wiped out by the Slaan in the southlands.
Upon failure i believe she was scolded by her father and the emperor later discussed the failure with Yuan Bo. There is some great plan by the Dragon Emperor that nobody knows anything about apart from Yuan Bo apparently knowing some intentions of his fathers plan.
