Their plagues are better. They can instantly recruit highest tier unit's easily.
Their dynamics are completely different.
WoC-Festus also get nurgle marked Aspiring champions which are very reliable t3 monstrous infantry and their recruitment system is better and garrisons much better.
WoC can also spend souls to get very powerful army and campaign buffs.
Nurgle-Kugath get a few extra active abilities for great unclean ones which can be fun but they are lackluster because they just die in rapid fashion to ranged units and melee units. Nurgle-Kugath can also spawn special cultist units that are used to inflict plagues on armies or settlements with 100% chance, and also get access to double attrition plague.
Nurgle Kugath can also get Cultists as an army hero on a Warshrine mount, which is pretty cool because you can then use magic items to make the warshrine actually viable in battle.
I think it is bugged.
Other then the stuff you mentioned i'd argue that the main difference is that Warriors of Chaos and Nurgle play completely differently. Warriors of Chaos being a very strong sort of semi horde army, while Nurgle has its own thing going with its cycling settlements and other weirdness.
They may have mostly the same units (there are exceptions, Festus don't have every Nurgle unit and Nurgle can't get undivided units) but Festus have a limit on the amount of deamon units he can have and recruits them using a special mechanic (The units being called "gifted units" for warrior of chaos).
Festus also can't get some of the Nurgle heroes and lords (Specifically the Plague Cultist & Plagueridden heroes. And the Herald of Nurgle & Great Unclean one lords).
Then we have completely different starting locations.
Then we have a ton of minor differences as well like differences in the plagues and the like.
To said, the general consensus seem to be that Festus is more fun (The "Nurgle" army being rather slow at its campaign buildup, having a somewhat tricky start and many seems to dislike this).
One of Kugath's most remarkable attributes is his massive health pool, which allows him to endure enormous amounts of damage without breaking a sweat. While he may not be the greatest duelist, he doesn't need to be. Kugath can just stand there, absorbing enemy attacks, and guaranteeing victory for the team. His presence alone is enough to make a significant impact on the battlefield.
What truly makes Kugath an absolute beast is his versatility. He excels in various roles simultaneously, making him a force to be reckoned with. Whether he's decimating enemies from afar, unleashing powerful spells, or supporting the team with his incredible health, Kugath always finds a way to contribute to the success of every battle. I can confidently say that he's an indispensable asset to any squad and a joy to play with.
