Regarding Vassal problem for Warriors of Chaos
Trying to get Vassals as Azazel or Be'lakor is horrible in the current state of Immortal Empires, and to a lesser degree all the other Warriors of Chaos. You have to blitz to all the near by Dark Fortresses before Wulfrik or Throgg decide to walk in and just confederate the tribes within the first 5-10 turns. You're lucky if you end up with even 2 vassals. Worse yet, when you do take a Dark Fortress from them (post-confederation) and then go to gift it, the tool tip states that it will resurrect the faction and make it your vassal if it has been destroyed. I'm aware that "Confederated" isn't stated there but it's still unavailable either way regardless of grammar or if they were actually confederated.

I'm also aware that in patch 2.2.0 it states in the Diplomacy section of the Patch Notes: "The Gift to Vassal option is no longer available if the vassal is dead and unable to be resurrected." Counter point, it sucks. Why just disable something instead of fixing it? Is the coding required behind it really that complicated? This feature worked at one point which is what baffles me further...

I'm not 100% sure how it works now, I last played WoC pre-chaos dwarfs.
I think the issue is just that confederated factions that are meant to be resurrectable should remain resurrectable, and just check if they don't currently exist, rather than what ever check they do now, that seems to check if they were wiped out, but not have confederation tick that flag.
Maybe also, if you wipe out the resurrectable faction yourself, that is vassalised to norsca, and their last fight was in an area they can be resurrected from, you should get the option to take over vassal ownership of them, and it count as wiping the faction out, and respawning it fresh.
If that's already the behaviour, then cool, it's fine. If it's not, and Norsca factions are holding on to them, or blocking the mechanic from functioning normally in the above situations, that just feels buggy to me.

I know earlier, there were cases where you could resurrect them, but they had no AI, and would remain entirely inactive, clearly a bug, not sure if that got fixed yet either.

Played Valkia, Vilith and Archaon so far in WH3. Not once have I had to think about anything related to vassals.
WoC has the most broken OP lineups, strong dark fortress economy, strong post battle loot, there's no need to worry about vassals.

Didn't you learn from minor Settlements, when they removed
them for the most part instead of fixing?

It is the low effort, low cost approach but I don't blame them given how that gets defended by some fans.
This I can agree with. While it's unfortunate, most game companies will slap a "not my problem" or "We'll fix it later" stamp on it instead of attempting a type of fix. Goes for every company I've worked with so far.

Is this still a problem? I'm playing as Villich and can't revive the Goronmadny tribe the Ocuppy and Vassalise option isn't there and taking their associated settlements has the "Gift to vassal" option greyed out, despite it saying it will revive the faction with a single army

The problem isn't so much that they take the fortresses, it's that when you take them from them they've already destroyed a vassal most likely. The Warriors of Chaos rely heavily on the vassals because they can't build meaningful buildings on non-Dark Fortress type settlements. When the tribe is destroyed, so is a large portion of the WoC's potential game impact and playability.
Then have them take a minor settlement and yeet the dark fortress.
