Have you just attacked it and won a battle there?
Normally I would assume this would be due to another army already laying siege to the city, but given that the screenshot seems to clover the whole of the settlement, the besieger should be visible.
I am using a couple of mods, but none that do anything with settlements, so there is no connecting factor to identify the mod - if it's caused by a mod at all.
I checked again after a couple of turns and it was possible to attack the city. Once again there were no other AI armies close by or even besieging the city.
You would be suprised how much of seemingly unrelated scripts can turn into total mess when modded into almost decade old pile of spaghetti code
Yeah, probably. The engine of Total War is totally old afaik. Add to that that WH1 was probably partially copy-pasted from Attila, which was to a high degree copy-pasted from Rome 2, which introduced annoying flaws regarding unit combat along with a new engine.
If not it's the infamous "hero stack bug", there's a hero at the exact same location than your army (occurs after some battles), and only solution is to find him/her between Skarbrand toes lol and kill him/her via console (mod)

Yes, I can move my army, I also tried moving. Nothing worked - I had to let go of the opportunity to attack the city which I fought so hardly for (replayed the battle 4 times till I won and only with great losses) and come back a couple of turns later and then it worked.
E: At times, the game bugs out after a battle, like a settlement battle and fails to despawn a garrison hero. This hero kind of exists, but not really.
Any character prevents all others from standing/walking at the exact same position. So the Hero prevents your from attacking, but can't do anything or interact with anything. I'm not sure if that bug exists since 1, but would guess so. It did exist in 2.
So the hero of the ai empire is on the field where the city is and therefore I can't move onto the city? That sucks. Kinda feels like the AI is cheating to prevent me from taking it's city :/
Edit: I know the AI doesn't do that on purpose.
