Of course the you can still get all the other races if you just buy the DLCs as well, you just won't get the Legendary Lords (Leaders/sub-factions) listed above. Also if you don't get the DLCs you'll only get the vanilla rosters, as the DLCs not only added additional Legendary Lords, but they also added a couple of new units for their associated races too.
Also many of the DLC Legendary Lords/sub-factions had a host of mechanics that were only unique them. Ikkit Claw from the The Prophet and the Warlock DLC for instance came with a mechanic where you could add augments to your troops and Rakarth from the eponymous FLC came with a unique mechanic where you can acquire certain monster units from other factions' rosters by conquering their territory.
As I said, because they are selling all the previous games paid DLCs for TWW3 all owning the original games will do is unlock the vanilla Legendary Lords for those games, which would appear in your game as NPCs anyway if you haven't unlocked them. You'll still get all the races if you buy all the DLCs and the FLCs because every race has received a Lord Pack at some point, so it's only a question of do you want the most basic lords for 8 of the 22 of the races. You'll even get the FLCs too because they are tied to purchasing specific DLCs.
that was very helpful thank you for the reply am trying to get in the warahammer and specially the total war I played 2 mostly I think it was but I feel so brain dead when it come to it I usally just jump on and play and see what happens without a clue what going on Im trying to get my self in to the acual lore and story and how things and that work but boy its so complex and like trying to learn a new langue
