The extra movement range is always my first skill point, and some races need the replenishment, or benefit a lot from upkeep reduction, or better raiding.
It’s nice to only need a turn or two to heal up your whole army.
We'll see in a few years if factions that need the replenishment like Slaanesh get heroes that add to it to mitigate the need.
The only reason to not max it is if you want to make the game harder, as its a click fest right now. That I could understand.
Lightning Strike is a noob's trap, btw.
Extra movement is a must, so is upkeep reduction (i always prefer to have more slightly weaker armies over less number of more slightly powerful ones. Your heroes can easily compensate for it).
For raiding factions, raiding income/sack settlement income is good.
In RoC campaign, attrition reduction is great too.
Lightening strike depends on your playstyle, but having a few lords with rank 3 LS as a backup(in inactive lords pool) is always good idea.
So from my perspective, blue line is what i would take first on 90% of lords first(exception being strong casters like vampire lords, then its magic firs, blue second). Only exception are the 2 Norscan lords you get from the maxed allegiance with chaos god, their blue line is bugged and instead of 4 points to unlock next part of the skill line, you need to spend 8.
control, and corruption which is on some lords should be reserved for hero's not in lord skills and be buffed then to compensate for the loss. control is largely pointless now as a blue skill.
The next lines of blues skills could just be merged into the first have then -upkeep, lightning strike , and all leveled capped to slow things down. The first special blue skill can be basically made into a special gold skill, if its like wound time and rep for lord moved to the top line, with the last special blue skill simply getting unlocked when you spend 15 points.
