Anything really will give you good fps.
Loading will pretty much be the same across chips.
ram speeds are a consideration (and pcie gen for nvme drives)
On a <$500 budget get a 5800X3D B550 board and 32GB 3200CL16
$700 get a 7700 B650 32GB 6000CL36
$800 7800X3D CPU instead of the 7700

Regardless of CPU or pc specis in general, if it's top end or not, the gmae will slow the hell down lategame, turns take alot longer. I'm running a 13900k and even that does not get the game into a quick turn phase lategame, anyone who tells you that the game runs smooth and super quick during turns very late game, is likely lying or found (probaly unintentionally) the right setup hardware or softwarewise.
I think on battles and general campaigning Intel 12thgen+ does perfectly fine, amd i dunno. Turns on the other hand will always go alot slower the later in the game you get
$300 get a 5500 + A520 16GB RAM

It's just theese demanding real time strategy games im "struggling" with and I assumed I needed a better processor..
I dunno if you guys have benchmarked your cpus in 3Dmark but mine is just getting rekt with frames as low as 5-8

7800x3d's are great chips but you can get a great experience with many others.

I have a 5600x if you want a comparison on a benchmark.
Which 3dmark did you run?
And don't forgot, it's not just the CPU that governs load times.
The drive you use and what software your running does too.

Pffrrr no, it has badly aged, even a $100 5500 is way faster in gaming (and in mostly everything else as well)

He's right to upgrade, he was hamstringing his 7900XT by 30-50% with a that poor CPU
in fact I got the 9600k also, because of mortal empires back in the day
game runs fine on this and geforce 2060
