Is Tzeentch even evil?

You're definitely right, OP. Tzeentch just wants what's best for humanity as a whole and for each person individually so he promotes change to get there. Tzeentch isn't evil to Tzeentch, but Tzeentch is definitely evil to those who Tzeentch meddles with.

Tzeentch would convince you through several ways to kill your father. Tzeentch would find some sort of plan to make you want this. And in the end you had been tricked. The illusion fades and you had killed your mother, rather than your father.

Tzeentch won't trick you into killing your loved ones. That's not his game.

He'll help you out when you're at your lowest. But when you're stable again, he'll go away. Unless you do things to make him stay.

Tzeentch doesn't damn you. He gets you to damn yourself /entirely/ with your own greed. Can't read the spellbook anymore? Well, Tzeentch likes conspiracies, right? So start a cult to do something nasty. That'll get his attention and get you back the ability to read every language. Oh, conspiracy is done and you still have more stuff to read in that book (which doesn't run out of pages)? Well, need a bigger one! Of course, now you're too powerful, and having to put down attacks by other people Tzeentch is helping who are trying to throw off your shackles...

And the whole time, Tzeentch is just letting you dig your own grave. He only unleashes plans of his own to complicate HUGE areas.

The chaos gods are NOT 'forces of nature', although they are often thought to be. They are real figures, and they don't look like their 'typical' depiction. Like most persons, Tzeentch is not 'pure' evil - while he's the god of ambition and scheming, he's also the god of hope, because what is change but the hope for improvement?

But Tzeentch throws hundreds of his minions into the well of eternity just to see what happens. He is the poster child for 'malicious compliance', considering how he answers his followers' prayers.
