Short answer, yes.
Further explanation: The immortal empires campaign combines content from all 3 games (big sandbox map).
They added game 1 and 2 DLC to game 3 so that you can buy and use said DLC without having to buy game 1 and 2 (If you for whatever reason don't want the content added with said base games but do want the DLC content).
