Immortal Empires for warhammer 3 / Mortal empires for warhammer 2 IS arguable the reason to play not the campaigns.

If you own only TW:WH2 then WH3 would be the best "bang for your buck" since you instantly get access to the Immortal Empires combined map WH1+WH2+WH3 (the main reason to play these games in the first place to be honest) + you get to play all WH2 races there. Otherwise if you want to play the big combined map using WH2 then you would have to buy WH1 and it's not as worth in my opinion unless you care about those specific old world races more than what WH3 offers (even so, WH3 just gives you a bigger map and more toys to play with).
The only aspect where I consider WH3 is underdeveloped compared to WH2 is the AI and overall polish (makes sense since 2nd game received years of updates). Otherwise WH3 is the superior game in my opinion.
3 is worth it (on sale) but maybe not if you couldn't get into 2.
I'd recommend to just play immortal empires, the realms of chaos is garbage
I'd say it's ok for atleast a playthrough with one of the factions you like, just like vortex was for game 2. But beyond that, IE all the way.
+ in fact, WH3 right now has rather serious issues with AI behaviour and overall balance of dofficulty - but these are rather issues for veterans.
If you own only WH2, you get access just to the Vortex campaign because as a WH2 only owner you also need WH1 for the WH1+WH2 combined map (which was called Mortal Empires back then). That was the system before, that hasn't changed. Things changed only for owners of WH3.

But they now have the option to get either wh1, wh2 or none, depending on what other races they want instead of having to get all 3.
