Do you think ogres and orcs can be allies?
You know how we have the forces of good of chaos or neutral like the vampires and the tomb kings. The orcs are evil but will fight chaos and so will ogres. Lorewise can they be allies? they are so similar with eating and fighting everything.

In AoS they do become allies, in WHF Grimgor subjugates them and they become part of his Great WAAAGH! in the end times.

Also orcs and ogres aren't evil, they are neutral.

They aren’t, just like the Ogres. Similarly how the ogres are looking for some good food, Orcs look for a good fight. They have no evil motives, it’s just within their biology. Hell they even allied with the good guys in the end times.

Orcs absolutely are evil, to pretend otherwise is absurd. Greenskins very much enjoy torturing unarmed combatants and then brutally murdering them. To them killing is killing - sure, they like a big fight against tough opponents but they certainly don't turn down an opportunity to bully the weak at all. And Ogres are the same, they're only considered neutral because they will fight for anyone at all - but realistically they're giant cannibalistic monsters who have no qualms or morals at all and are as likely to kill and eat the people who pay them as they are to fight for them.

As for End Times... well, enough said.

Well if you wanna look through the human lenses then evidently orcs are evil, however when you look through Warhammer's lenses they are just as neutral as the ogres. They don't care who they fight, they just want a fight. Doesn't matter if it's the empire, the vamps, elves or chaos

Who is actually evil in Warhammer (except the druchi)?

Not caring who you attack isn't the same as being neutral. If it was then Khorne would be the most neutral of all.

Well. In theory Khorne is chaotic, so neither good nor evil. Although how to tag wanton bloodshed and cannibalism as anything but evil is beyond this humble random internet guy

I would consider them something like "sub-humans" being driven by a singular goal. Therefore, like in nature, such populations can co-exist if they do not threaten each others goals. If there is competition one will most likely kill off or subdue the others.

So in terms of WH3 it would probably make sense if one vassalizes the other.

Currently I'm playing Grimgor and use the "Better Victory Conditions" mod (highly recommended btw). There you have one path to victory that involves killing off Goldtooth and raiding Cathay. You will receive bonus opinion with any Oger tribe and allegiance gain because, so says the tooltip, the Ogres worship you as an incarnation of the Great Maw.

So others had the same idea as OP and considered it a worthy option.
"Allies" don't really exist as a concept to either Orcs or Ogres, but working together to combat a threat isn't impossible. Ogres are willing to go anywhere and assimilate any culture, or to hire out as mercenaries, and an Orc Warboss would probably be quite happy to have "big ladz" in his army as long as he didn't feel like his command was threatened.

how i measure who is MOST evil in this game s lore is this , what would happen if i got myself stranded in a faction shore/land by myself , and try to go to a town asking for help , what is likely to happen depending on said faction ? then you will know who is most evil.

i would rather be stranded in high elves island then druchii for sure but you know not sure they would help either , im not too knowledgeable in warhammer lore but by my guess and i can be wrong i would suspect the HE would most likely just shoot me while walking around the island, same for the wood elves, the dwarves probably just let you rot outside their gates.. etc.
