Maybe someone knows what exactly causes that.
But I 100% get a message, before I can ever recruit them, the button will not just pop up, you will get a nice purple multicolored hard to miss message after a battle, and then they will be recruitable. I have never not unlocked all my RoR in a campaign.

Usually they have level requirements, so You might see it after a level up in battle. Others like tomb kings need to actively unlock them. For Bretonia i´m unsure, but the panel usually explains what the requirements are - and this panel - if i´m not wrong - is only visible in home territory for most factions.
Edit: I see now that you did that well it could be a problem with the dlc and CA new format not working right
Mostly, I can pull them out anywhere, almost anytime it seems. Maybe I need to be in held territory? The tab does sometimes seem to disappear for a few turns. But that's long after I have access to them, for idk what reason, enemy tricks I figure.
The OP however mentioned having a lord at 32, so most if not all should be unlocked. Did you add them mid campaign? Unlock from the website after the campaign started? Might be the issue. From your steam library de-activate the DLC and then re-activate it. Might fix it.. Does for a lot of cases where the game thinks people don't own dlc they had bought even as far back as game 1.
