Also its fairly pointless to buy all DLCs straight away, as you can't play them all at once. DLCs are only unlockers for the player.
Idk if it truly matters if you buy tww1 as game or as dlc.
At least the way i understood you need to own it in either form to get the basecontent of 1 and 2.
For example to play as Tyrion or Karl Franz you still need 1 & 2 to access them.
I'd would also like to point out that there is no need to buy all the content. You get everything included as enemies regardless, you only need to buy content you want to play personally.
And finally, when we say all the content we are talking:
- 23 Races (Admittedly with some overlap. Some units being shared and one race, while having some unique mechanics, basically being a combination/mix of other races without unique units)
- 86 Legendary lords with their own factions and mechanics (Some just having some unique skills and small buffs, others having completely unique mechanics and campaigns)
So it's not like its a small amount of content for the price tag.
And also no need to buy a lord pack for a race you don't enjoy. Basically there's a lot of content but I would say buy what you want not just to own it all.

This is the really important point.
None of the DLC is needed. You will literally get no benefit from DLC for races you aren't playing. Even then, unless you are wanting to play as a DLC Legendary Lord, you are only getting a few units for that races roster, and most races have enough base units that you won't really feel the loss of those units (with skaven being the only one that kinda wants at least 1 DLC to feel good). If you buy all the DLC at once (particularly the race packs) it might be 100s or 1000s of hours before you play as those lords, and in fact, there will likely be DLC that you never get a single benefit from, for example, if you never get around to playing as wood elves or norsca.
I would strongly advise only buying DLC during sales, and only the ones that are relevant to the Lords that you are wanting to play before the next sale (tends to be every ~2 months).
The bundles will be a pretty good deal, if they go on sale with everything else, and if you are convinced that you'll be spending 1000 hours with the game. But most people aren't going to be in that boat.
