Cathay can work sure but you sort of want/need the other unit types to get their value out of the harmony system. Dwarves have good options but are so slow to get rolling(along with their mechanics) that imo it takes away from the enjoyment. Vampire coast is technically a ranged faction sure but to me it seemed like the only really shining part of their army is the colossus while everything else is ok(ranged units included) since they are more or less meant to be chaff as an undead faction. Tomb Kings also have their ranged units sure its not their focus really. Ogres have their fun moments when it comes to ranged units but like the Tomb Kings its not exactly their focus even if those ranged units are good.
strongest ranged army is probably a skaven weapons team army though. you don't even need a frontline since you can summon rats and just watch everything get obliterated. vcoast actually plays similarly since you can summon zombies in front of a wall of guns and artillery.
there's also a shadowdart shade stack which is insane for the dark elves. a lot of factions have great ranged options, so it's hard to pick which is best.
Their line holders can actually hold and don't have 5 leadership and the archers can hold their own in melee somewhat
It's not just their artillery. As Eshin their gutter runner armies are devastating.
High Elves are always very strong. They lack in artillery but their basic early game archers can perform well into the mid game. Then you have Sisters for late game.
Skaven are always fun in the sun. Ikit Claw weapons teams are hard to beat.
Cathay with Mao Ying are also very strong.
As others have said it depends entirely on what play style or campaign you wan't.
Cathay, High Elves, Wood Elves and Dark Elves have the best archers, while Skaven, Empire, Dwarfs and Cathay have lots of things that go boom
Especially if you give the army some Warlock Engineers so the gutter runners can outrun cavalry

-Would say the dwarfs are the most "deffensive" in nature.
-The empire is more balanced/jack of all as a faction but watching hellstorm rockets rain down can be a lot of fun.
-Skaven are over the top and have crazy firepower but also different play-style that can take a bit to get the hang of and is not to everyone's taste.
-VC have strong gun lines and decent artillery but their elite units tend more towards their monsters... one of which, the necrofex colossus, is also artillery and IMO one of the more original units from the last game.
Edit: Forgot about Cathay, their not bad and have some good ranged options but the faction as a whole feels like it's waiting for some DLC.

Vamp Coast is also a solid ranged faction. I would recc Count Noct. Solid start in middle of ocean. Very safe and you can choose where you want to go.
