Yeah Dark fortresses are scarce.. But is that because it is going by the warhammer lore?
For Chaos, either coordinate your conquests so that a vassal has adjacent territory(so that you can gift it to them) or sack it/raze it, then give them an order to take it.
We do not need more Dark Fortresses. Some areas will be difficult to conquer because Chaos has no real presence there.
Wood Elves probably care about holding territory even less. For a tier 1 settlement, it is a minimal investment and a pretty decent garrison all things considered.
If they were sticking to lore Chaos would still be a Horde Faction they just need them to work something more like Beastmen build a Chaos Shrine have some sort of Sacrifice Ground to stop Factions re-colonising all day long.
If the Wood Elf garrison and settlement map has not been touched up in the latest patch I 100% agree on that point. I liked their garrisons in the last game as you could use your outlying territory to chip away at some dangerous units in attacking armies. In game 3 your defending units are near useless against a full stack of anything and your stalking units can not get past or behind the opponent because the map is too narrow making them also ineffective.
