You get the base game, with the base factions.
DLCs then add additional playable factions and/or game mechanics.
In virtually all cases, unplayable factions are present in the game as AI opponents regardless of whether you own the DLC to play them or not.
They have been doing this since Rome II, if not earlier. They have done this with every single Warhammer Total War thus far.
This is not a scam. This is the business model you were COMPLETELY AWARE OF before purchasing.
You have to pay for the content you want to play.

There is some confusion around some aspects, you may be able to play Thorek Ironbrow if you own 2 but not 1 as he was a FLC for the 2nd game but you wont be able to to play the others. Either way if you only own 3 then you wont get any of them
I can't understand what your grievance is.
No, they want it all free, everything. How else can you get it when you don't want to work and your parents have cut you off. Obviously they will just pirate it, if the dev does not cave to their demands. I'm sure there will be a petition soon.
