That's not what a Hivemind is.
So, no, they're not a Hivemind.
Could be that, like us, each "tribes" have different interpretation of what the "Great Plan" is about, and most importantly how to proceed in order to achieve it.
Each Slann might interpret the plaques in just a small nudge different, but that's enough for them to assume they're the only one that's correct. Why follow the orders from someone who clearly misunderstands the plaque that says banana's can be eaten when the peel is green. The sheer gal to say the plaque says 'Don't" instead of "Do".
Its sucks a bit if you want to play pokemon with LL's. In my current run, both oxyotl and tic tac toe are soon crushed but refuse to confed.
If it annoys you much, get the recruit defeated LL mod.
But yeah, it's pretty terrible for inter-Lizard diplomacy. If they do want to keep it, there should be something like the Bret techs that allows you to force confederations.

so the others no matterhow little diffrence are completely wrong and have to be subjugated into following it correctly
With all the weirdness around confederation for any of the factions who don't have an inbuilt consistent mechanical way of achieving it, I consider that mod a borderline must-have QoL feature even if folks prefer to keep the game as "pure" as possible. Otherwise it's way too much of a toss up whether or not you'll be able to collect the legendary lords of your faction in any given campaign.
The AI using lords from wiped out factions as well by default can be real annoying (especially if you already start right next to a really powerful LL and end up having to wipe their entire race off the map to finally get rid of them), but you can disable that in the mod settings.
