both the south lizardman area and south cathy is more away from chaos.
However no matter where you are in the map it is only the matter of time chaos reach you.
it is to me better to meet chaos head on than just trying to hide from them.
Hiding from chaos will just get you destroy in the game.
Facing chaos is part of the game no matter which non-chaos faction you are.
Even Chaos faction themselves have to face each other let alone you as a non-chaos faction.
As the game say it: "face your demon or be conquered by it"

There is no truly safe place, but i'd guess one of the major towns on Ulthuan.
