OP, look.
You can go look through the forums and find your answer.
This statement comes up about once a week, where a new player complains about 'X' faction being too strong, (was grimgor, now it's usually Vlad)
The ISSUE IS THAT you're not playing to your factions strengths, and/or you're allowing the vamps to play to theirs.
Honestly, I'd like to break it down (again) and explain to you, but honestly its been done repeatedly in this forum (better than I can) for this exact same question, so please just do some research. =)
Oh and be ready, this exact thread usually gets flamed hard.
Yeah I once had to fight the same identical army 4 times in 4 turns.
The answers are always in the same two boats.
A. "Git Gud"

They don't need nerfs at all, you're just playing to their strengths.
Seriously though, Vlad is supposed to be your early to mid game big bad.
He's your warm up to Grimgor and the Chaos forces.
Treat Vlad like an early game invasion, form a coalition, be careful of terrain, use ambushes and take him down with allies.
Once you kick the crap out of him, come back and tell us how it went =)

Dwarves or Skaven were always my biggest problem at endgame crisis.
BUT, with that being said, what i can vouch for good result in most cases is to have more than 1 stack attacking a certain faction/direction.
playing in VH/VH
They shine when they catch their enemy at a vulnerable point.
In this game, when you think you should send one army, send two. That way you get momentum when your expanding your empire.
Be really careful around large historic battlefields.
They are really far from OP in AI hands at least.
Lots of armies but they are so easy to beat on the field, it's practically free xp sometimes.
