Attacking an enemy army outside a city now gives them city walls???
An enemy army is outside his city. In that past, this means they either need to flee inside the city or the city reinforcements come out to an open field battle.

Did they change it? Do all armies outside a city now have access to the city siege battle???

Ahh, that's Fort helmgart.
I think that's the same mechanic as the bastion gates, if you try to attack an enemy army near them it will trigger an offensive siege.

Believe they introduced that for the Cathay Bastion and the Empire forts (likely High Elf ones too) and called it "Siege interception". Moving into the red zone of control of the Bastion /fort to do anything but besiege it just launches you into a forced siege battle. Gotta carefully edge the reinforcements up to right at the edge of their reinforcement range, even if the Fort/Bastion is under siege they still trigger an interception.

Yes, this was a mechanic mostly added to counter the problematic tactic of sieging a fort/gate with one army to let another one go through. The consequence of it is that armies very close of a gate/fort may be protected by the interception, like here. i'm not sure this part will stay as it is in further patches, considering that this is almost an unintended consequence of the change rather than the intended part of it.

seems like the fort being under siege should affect this mechanic, but whatever... minimal issue I guess
