Giving them access to IE might get them to actually play the game again and possibly enjoy it which may lead them to purchase dlcs for factions they might be curios about after playing IE.
It's not about giving it away for free for random people, it is about giving the proper map to enjoy for owners of TWW3
Why is the soloution to people not liking a game too just give them another game?

Regarding player count strategy game is not that big in general in PC especially there are ton of strategy games. Even this game have Warhammer on it Warhammer IP games are oversaturated.
Crazy part some people wanted to copy a Mobile and MMO game business practice releasing somewhat free game with a ton of locked content. In the long run it will be expensive and predatory system. CA already created this kind of abomination called Total War Arena.
Like I get CA want to drum up more sales probably IDK if it will or not but whats the big deal about other people getting to play the big map?
It simple it's false advertisement. It's already stated on their product description. IE suppose to give incentive to players owning 3 base games. IE is technically not a standalone game campaign but a whole package campaign that require you to own 3 base game and it's technically free for players owning 3 base games.
I don't see any wrong on this business practice. Eventually the game will go on sale.
As for giving other players access to the combined map they have already done that. If they buy game 3 they can join a multiplayer map hosted by someone who owns the full 3 games and try out IE. Don't believe they advertised that way back before WH1, but as a customer that seems fine to me. They aren't giving out the full product to someone who only bought 1/3 of it, instead they let them sample the full product while playing with someone who made the full investment.
As for the OP stating no one is holding out due to the price, well that is wrong. It's minor, but i do have one co-worker who is holding out for that reason. He doesn't have 180$ to drop on the 3 games (though i have pointed out to him when the previous two were on sale in the past two months) so has yet to give this series a try. Sure it's just one potential customer, but if just half the player base knew one would be customer how many is that? Not that i'd agree with giving out access to the full game to anyone who buys only 1/3 of it.
Arguing over something they already have own and play, for the sake of mythical new masses of players on the horizon, waiting for that moment to join us and play?
Who cares if the player numbers go up suddenly, it doesn’t affect your experience at all and you all need to realise this game is done, other than chaos dwarfs there’s little else to add.
No one outside of the existing players cares about this game, the media don’t care, YouTubers don’t care, review sites don’t care, no one talks about it.
No one is going to jump on if they make something free, nor will It suddenly make the game wonderful or perfect or run or play better. CA need to stop dlc or flc and fix the core basics of what is a rather poor game currently.
I strongly agreed if the player count is low the game is not really that good. This is similar to what happened to Troy Total War which is free for limited time in Epic.
Then I'd see evidence why even if that happened it would be a net-positive for any aspect of the game but multiplayer.
