That said, here's how zones of control work: around each army and each town, there is an area (called a zone of control, ZoC) displayed with a red circle inside which an enemy cannot enter unless it is attacking that army or town, or attacking an army or town which would be reinforced by the army projecting that ZoC.
Therefore, in your case I would first make sure I have enough movement range to reach the target (remember you can't stop inside the ZoC, you'll have to stop at the edge if you can't reach the target), or that an enemy army which would NOT take part in the fight isn't blocking the way with its own ZoC.
Also beware, some notorious trolls might come in here and fabricate lies. One is here already
You can pass by if you are not enemies with the faction.
It'll be hard to help you without it.
