Report a translation problem
For reference I had the thumb button re-mapped from DPI shift to middle mouse click using logitech G-Hub (since CA has zero mouse remapping in-menu) and this blurry-ness issue is only present in TW:W3, not 2, not 1, not Napolean or Empire. It's literally just CA putting out broken games needed community fixes to be decent.

For me it was a "fuzz" over the whole screen - text, unit cards, geometry, everything had a "fuzz" to it except when clicking the pan-camera mouse button (for me a DPI shift button re-mapped). 2k G-Sync monitor. Super odd but this fix worked for me.
You can use the TAA high with the "clarity" filter from reshade and now the game looks amazing. You can even use other filter for better color contrast for exemple.
I've been for ages trying to fix this issue so I was really hopeful with your solution but it doesn't seem to make much difference unfortunately.
When you tick the checkbox that enables a dropdown, do you leave Application or switch to System enhanced?
Can you please share your in game resolution and video settings? Maybe it's something in there that helps also.
The only way I've found to fix this issue mostly is to use Nvidia geforece game filters.
You do Alt+Z when in game and select Details in the game filters and allows you do add a bit more clarity and sharpness and control hdr levels
