Possible, but that is the thing Atillia butchered it so hard.
I did hear Total war Rome( I forget witch version of it) has an LOTR mod as well...
That's not really the issue, as far as I understand it. The problem with doing big total conversion mods in these newer games is 1) CA uses a third party program now to make their campaign maps, and as such cannot readily allow access to the tools you'd need to modify it, and 2) In games like Total Warhammer specifically they are using a license that is already not theirs (Games Workshop) and therefore are also beholden to them.
On Steam in the Steam Workshop any mods that go up are de-facto being "approved" by the game's publishers, so if a big popular Lord of the Rings mod came up there would be a big copyright thing, not to mention they wouldn't be able to change the warhammer campaign map to be middle earth without cracking the tools, something that only recently have some games like Attila and Troy been able to do.
Someone could make one to host off site, but would potentially get a Cease and Desist if it became known.
In other words: It's not going to happen.

If you did not know, that same series of lawsuits is how we got Warhammer TW who opted to charge premium price for a three part license for WH TW as their accepted penalty payment.
wait where can I find the Medieval 2 mod at? I have that game and I am kind of curious about it now.
