Overall, I'd say that it's basically Early Game=Stabilisation, Mid game= period between that and snowballing, Late game = snowballing. Realistically that should loosely match up to Short/Long/Domination victories, at least for those factions with proper victory conditions.
Mid game = till long victory. 40-100 turns.
Late game = after long victory. At this time you should have T4 or even T5 settlements/units and around 20 armies.
